Notice on the work related to the national carbon emission rights trading market in 2025

Environmental departments (bureaus) of provinces, autonomous regions and municipalities directly under the Central Government, Ecological Environment Bureau of Xinjiang Production and Construction Corps:
 
In order to coordinate the administration of the national carbon emission trading market in 2025 and ensure the healthy, stable and orderly operation of the market, in accordance with the Interim Regulations on the Administration of Carbon Emission Trading, the Measures for the Administration of Carbon Emission Trading (Trial) and the Work Plan for the National Carbon Emission Trading Market covering the steel, cement and aluminum smelting industries, The relevant work requirements for the formulation of the list of key emission units, data quality management, quota allocation and settlement are hereby notified as follows.
 
First, strengthen the management of the list of key emission units
 
(1) Formulation of the directory
 
The list of key emission units in the national carbon emission rights trading market shall be formulated by industry on an annual basis. For power generation, steel, cement, aluminum smelting industry annual direct emissions of 26,000 tons of carbon dioxide equivalent units, should be included in the list of key emission units, the list of specific requirements for the development of Annex 1. Provincial ecological and environmental authorities shall formulate the list of key emission units in their administrative areas in 2024, 2025 and 2026, and determine the management objects for inclusion in the national carbon emission trading market. After the key emission units are included in the management of the national carbon emission trading market, they will no longer participate in the management of the same industries and the same types of greenhouse gases in the local carbon emission trading market, so as to avoid overlapping control.
 
(2) Publication of the directory
 
Before May 10, 2025, the provincial ecological and environmental authorities will list the key emission units in the steel, cement and aluminum smelting industries in 2024 and 2025 through the National carbon Market management platform (hereinafter referred to as the management platform). The website is https://www.cets.org.cn) and the official website of the provincial ecological and environmental authorities will be published to the public (see Annex 2 for the open format of the list), and key emission units will be informed of their rights and obligations in a timely manner. The list of key emission units in power generation, steel, cement and aluminum smelting industries in 2026 shall be published before October 31, 2025.
 
(3) Account opening
 
Before May 15, 2025, the provincial ecological and environmental authorities will organize the newly included key emission units to open management platform accounts, and activate emission management, carbon emission rights registration and trading management, voluntary emission reduction market registration and trading management and other business functions. The account opening process and application materials for key emission units can be downloaded through the management platform.
 
Second, strengthen the quality management of carbon emission data
 
In accordance with the accounting report and verification technical specifications formulated by the Ministry of Ecology and Environment (see Annex 3), the provincial ecological and environmental authorities shall organize the quality management of greenhouse gas emission data of key emission units in the power generation, steel, cement and aluminum smelting industries.
 
(4) Formulate data quality control plans
 
Before June 30, 2025, the provincial ecological environment authorities organized key emission units in the steel, cement, and aluminum smelting industries to develop 2025 data quality control plans through the management platform and complete technical audits. No additional reporting is required for the 2024 Data Quality Control plan. Power generation, steel, cement, aluminum smelting industry 2026 data quality control plan development should be completed before December 31, 2025.
 
(5) Carry out monthly information storage of carbon emission statistical accounting data
 
Since July 2025, within 40 natural days after the end of each month, the provincial ecological and environmental authorities have organized key emission units in the steel, cement and aluminum smelting industries to carry out monthly information storage of carbon emission statistical accounting data through the management platform, and carry out technical audits of the storage data. Before October 31, 2025, the provincial ecological and environmental authorities organized the completion of the steel, cement, aluminum smelting industries from January to June carbon emission statistical accounting data monthly information certificate supplement work.
 
(6) Submit annual reports on greenhouse gas emissions
 
Before June 30, 2025, the provincial ecological and environmental authorities will organize key emission units in the steel, cement and aluminum smelting industries to complete the submission of greenhouse gas emissions reports for 2024.
 
(7) Carry out technical review of annual greenhouse gas emission reporting
 
Before June 30, 2025, the provincial ecological environment authorities will complete the technical audit of the 2024 greenhouse gas emission report of key emission units in the power generation industry (hereinafter referred to as verification), and inform the key emission units of the verification results through the management platform. Before August 31, complete the verification of the emission reports of key emission units in the steel, cement and aluminum smelting industries and inform the verification results.
 
(8) Other enterprise data quality management requirements
 
For independent electric furnace short-process steel production enterprises, independent steel rolling processing enterprises and non-portland cement clinker production enterprises with annual direct emissions of 26,000 tons of carbon dioxide equivalent, annual greenhouse gas emission reporting and verification shall be carried out in accordance with the accounting report and verification technical specifications listed in Annex 3 of this notice. Among them, the deadline for submission of greenhouse gas emissions reports for 2024 has been adjusted from March 31 to June 30, 2025.
 
(9) Carry out assessment of verification technical service institutions
 
Before December 31, 2025, the provincial ecological and environmental authorities will assess the quality, compliance and timeliness of the work of the 2024 verification technical service agencies in accordance with the requirements of the "Guidelines for the Verification of Enterprise Greenhouse Gas Emission Reports (Trial)". The assessment results are made public through the management platform and the official website of the provincial ecological and environmental authorities.
 
Third, strengthen the management of the allocation and payment of carbon emission quotas
 
(10) Quota pre-allocation
 
Before April 20, 2025, the provincial ecological and environmental authorities will pre-allocate 2024 carbon emission quotas to key emission units in the power generation industry. The steel, cement and aluminum smelting industries will not carry out pre-allocation of carbon emission quotas in 2024.
 
(11) Quota verification and allocation
 
Before July 31, 2025, the provincial ecological and environmental authorities shall, based on the verification results of 2024, verify the amount of quotas to be issued by key emission units in the power generation industry in 2024 in accordance with the quota allocation plan, and submit the relevant data sheets in writing to the registration agency for approved quotas. Before August 20, the provincial ecological and environmental authorities allocated 2024 carbon emission quotas to key emission units in the power generation industry.
 
The approval of 2024 quotas for the steel, cement and aluminum smelting industries should be completed by September 30, 2025, and the issuance of carbon emission quotas should be completed by October 20.
 
(12) Full payment of quotas
 
Before December 31, 2025, the provincial ecological and environmental authorities will organize key emission units in the power generation, steel, cement, and aluminum smelting industries to complete the settlement of 2024 carbon emission quotas on time and in full.
 
Fourth, intensify efforts to promote
 
13. Strengthen organizational leadership
 
The provincial ecological and environmental authorities should attach great importance to the outstanding problems existing in the steel, cement and aluminum smelting industries such as complex processes, weak data foundation and insufficient carbon emission management ability, and further strengthen overall coordination, increase management and technical audit personnel, implement work security funds, and carry out technical research such as data quality risk point identification and prevention and control. Summarize the results and cases of condensed data quality management in a timely manner, and complete the key work required by this notice with high quality.
 
14. Strengthening capacity building
 
The Ministry of Ecology and Environment has carried out policy interpretation and capacity building training for provincial ecological and environmental departments and technical support units, and carried out policy promotion and implementation for newly included key emission units by relying on relevant industry associations. Provincial ecological and environmental authorities should increase technical assistance, carry out special training on carbon emission data quality management, carbon emission quota allocation and settlement organization, and achieve full coverage of key emission units and their carbon emission management personnel within 2025.
 
15. Strengthening supervision and law enforcement
 
Local ecological and environmental authorities at all levels should strictly implement the provisions of the Interim Regulations on the Management of Carbon Emission Trading, incorporate carbon market data quality management and quota settlement and compliance into their daily supervision and law enforcement work, and severely crack down on falsification of carbon emission data.
